According to the latest statistical data released by the Montreal pulp and Paper Products Council (pppc) on October 23, the output of North American paper in September 2001 decreased by 15.6% compared with the same period of the previous year, and the operating rate was only 82%. Paper consumption in the United States also fell by 9.0% this month, while factory and user inventories fell
