The regulations for underground electric welding and gas cutting are specially formulated as follows:
I. preparation before construction
1. Before electric welding and gas cutting are carried out underground, safety technical measures matching with corresponding electric welding and gas cutting must be formulated, and construction can be carried out only after approval according to the following requirements. Otherwise, operation is prohibited if there are no measures or measures are not in place
2. Before work, the electrician of the construction unit must check the lines near the work site to ensure smooth communication; Otherwise, do not work
3. Before electric welding and gas cutting, it must be checked as required to ensure that the connections, valves and rubber hose joints of various gas cylinders brought into the well must not be contaminated with grease; Otherwise, replace it
4. Before gas cutting, check the connecting valves such as oxygen, acetylene hoses and cutting torches, and there shall be no gas leakage
5. Before using electric welding and gas cutting, the electrician of the construction unit must carefully inspect all electrical equipment at the workplace to eliminate electrical explosion; The support and roof conditions of the working place shall be carefully checked to ensure safety and reliability. At the same time, special personnel shall be assigned to clean the floating coal and other combustibles within the 10 meter range before and after the working place
6. The oxygen cylinders and acetylene cylinders used in gas cutting should be handled with care during transportation, and should not be collided. Special personnel should be assigned to take charge of the safe transportation. During the transportation of the two cylinders, it is not allowed to take the same tank car down the well. It is forbidden to transport gas cylinders with belts and slides, and it is forbidden to carelessly collide with gas cylinder parts
7. Before electric welding and gas cutting operations are carried out underground, the tile inspector shall detect the air flow and the gas concentration of the top and bottom plates (including under the chute) within 10 meters before and after the working place. When the gas concentration is greater than 0.5%, operation is strictly prohibited. The portable tile detector shall be hung at the operation site and the air inlet side, and the operation must be stopped immediately if the gas is found to be out of limit; Electric welding and gas cutting are prohibited at the upper corner of the coal mining face; Electric welding and gas cutting operations are prohibited in case of wind and power failure. After ventilation and power are restored, check that the gas concentration is less than 0.5% before resuming operations
8. Electric welding and gas cutting workers must work with certificates and operate according to regulations. Relevant staff must learn and sign the safety technical measures in advance. During gas cutting operation, each shift is equipped with two gas cutting workers, one responsible for gas cutting and one responsible for gas cylinder management. The kindling brought underground shall be managed by a specially assigned person, and it is forbidden to leave it underground. Special for cutting torch, complete with insulation appliances and protective articles
9. At least two qualified fire extinguishers shall be equipped at the working place, and cables, belts and other inflammables within 10 meters before and after the working place shall be covered to prevent sparks from splashing
10. Before electric welding and gas cutting, the staff of relevant units must remove the coal dust, oil stain and other inflammables within 10 meters around the working place, and the support within this range is qualified, otherwise electric welding and gas cutting are not allowed
1l. Before work, the sprinkler pipe must be connected in advance, and qualified sprinklers must be prepared. The district team should arrange full-time sprinklers to carefully spray within 10 meters before and after the work site. At least two intact fire extinguishers should be placed within 10 meters of the work site to ensure work safety, and special personnel should be assigned to be responsible for watering during the work process
12. Electric welding and gas cutting are strictly prohibited at the same time. The working place must be well ventilated and free of inflammables and explosives, and oxygen cylinders and acetylene cylinders must be placed on the air inlet side; All kinds of gas cylinders should be more than 15 meters away from the fire source at the work site, and the distance between oxygen and acetylene cylinders should be more than 5 meters. They should not be placed horizontally, nor in places where the support is unreliable. Special personnel should be responsible for the care
13. Before electric welding and gas cutting are carried out in the underground key fire and explosion-proof areas, special fire and explosion-proof measures need to be formulated
II. Relevant requirements during operation
14. When electric welding and gas cutting are carried out underground, all units using electric welding and gas cutting must be followed by the team leader or branch secretary on site. The use in coal mining face and air return roadway must be supervised and implemented by the mine leader on site. The security inspector, tile inspector, team leader or secretary, sprinkler, electric welding and gas cutting worker must always be on site and sign on the technical measures, and submit them to the mine security inspection section for filing after lifting the well. During the period when Celanese can pass the anti-counterfeiting characteristics of its materials, the team leader or secretary will coordinate and implement the safety, quality work and division of labor of this unit, and any unsafe hidden dangers must be dealt with immediately; Other operators should do a good job in independent security, so as to ensure no production if it is unsafe, and safety before production
15. In the process of operation, the power failure and locking of the chute, unit and transfer machine shall be the responsibility of a full-time electrician, and power transmission is strictly prohibited without permission; At the electric welding and gas cutting sites, the upper and lower five supports shall be tightened and firmly lifted, and the handle shall be set to zero position, and a special person shall be responsible for watching, and the handle shall not be moved randomly
16. When working, water the working area every working minute, at least every 5 minutes, and ensure that the lower part of the working place must be wet, so as to ensure that the molten slag is extinguished in time when it falls to the ground. All burned materials and coal roadway floor must be watered to normal temperature
17. During work, waste welding rod heads and hot objects must not be thrown around. Special personnel must be assigned to collect them and deal with them collectively as required to prevent ignition of other objects
18. During operation, electric welding and gas cutting shall not be carried out where there are oil drums and closed containers
19. When working, the type of work that conflicts with open fire operation nearby is more accurate; When working with low density and light weight, electric welding and gas cutting are not allowed at the same time to ensure safety
20. When welding on equipment controlled by electronic circuit technology, measures must be taken to prevent the electric control system from being impacted by welding current
21. During electric welding construction, relevant staff must check whether the insulation of electric welding equipment and tools and the grounding of welding machine shell are good as required, and assign a special person to stop power transmission. Otherwise, construction is prohibited
22. When working, the parts connected with external units must be clear about whether there is any danger. If there is, or before knowing the danger and taking effective measures, electric welding and gas cutting are prohibited
23. During the electric welding of the shearer, the shearer must stop at the section with the roof intact below 20 frames, and the clutch of the shearer drum must be removed to prevent accidents
24. When entering the coal wall for operation, the personnel must insist on knocking on the side and asking the top, and if any live coal or gangue is found, it should be tamped off in time with a long handle tool, and the upper column should be well attached
25. When electric welding, gas welding and blowtorch welding are carried out in mines with coal (rock) and gas outburst hazards, all work in the outburst hazard area must be stopped
III. requirements for closeout work
26. After the work is completed, the corresponding gas cutting tools and gas cylinders must be raised to the well and must not be stored underground
27. After the work is completed, the site must be cleaned and sprinkled again. A specially assigned person shall be assigned to guard for 1 hour, and problems found shall be handled and reported in time
IV. in the examination and approval report of safety measures for electric welding and gas cutting, the following personnel must be improved
